The post is located in the Division of Administration and Personnel. The work is carried out under the supervision of the Head of Administration and Personnel and is done in accordance with the general instructions contained in the Staff Manual, and the provisions of the WCO Financial Rules.

Main functions

Performs the following duties, under the direct supervision of the Head of Administration and Personnel :

  • Advises the Secretary General and the Head of Administration and Personnel on the application of any text relating to the Organization (Convention establishing a Customs
  • Co-operation Council; Staff Manual; Financial Rules; etc.) and all other relevant texts;
  • Assists with the preparation and negotiation of agreements and contracts signed with Members, other international organizations, non-governmental organizations and other public and private bodies;
  • Assists the Central Services with the preparation of calls for tenders (reviewing terms and references and selection criteria);
  • Acts as representative of the Secretary General within the Advisory Committee on Contracts (ACC);
  • Acts as Data Protection Officer (DPO);
  • Acts as rapporteur on legal issues for the Finance and Audit Committees;
  • Drafts legal opinions and advice on various questions related to international law (public and private);
  • Researches legal issues relevant to the Organization;
  • Gives legal advice on human resource issues, particularly procedural issues related to members of the Organization’s staff;
  • Proposes and drafts amendments to the Staff Manual and internal policies;
  • Monitors legal developments in fields relevant to the activities of the Organization;
  • Manages litigation and liaises with external legal counsels when necessary.

The person appointed will also be required to perform such other duties as may be assigned and may be subject to reassignment within the WCO Secretariat.


  • Excellent knowledge of the application of international law, the law of international organizations and international civil service law (especially the jurisprudence of the international administrative tribunals : ILOAT, UNAT, etc.);
  • Excellent knowledge of contract law (civil and common law);
  • Experience in drafting/reviewing agreements and in negotiation;
  • Good knowledge of public procurement rules and principles and experience in solving procurement issues (CIPS level 2 certification would be an asset);
  • Good knowledge in Intellectual Property Rights (IPR) and experience in copyright issues;
  • Basic knowledge in Data Protection;
  • Experience with the drafting of legal documents and policies;
  • Good analytical skills, ability to work both independently and as part of a team;
  • Ability to plan work and deal with several urgent tasks at once;
  • Ability to work in a multicultural political environment, respecting the diversity of individuals;
  • Good interpersonal skills, and ability to express himself/herself well in both written and oral communication;
  • Team-leading capabilities;
  • Excellent IT (primarily Word and Excel), Internet and Intranet skills.

Minimum qualifications

  • University degree in International, Administrative or Contracts Law equivalent to a Master’s (Licence or eligibility to be licensed to practice law in at least one national jurisdiction would be an asset).
  • A minimum of five years’ professional experience in the legal field and in an international environment related to the work of international organizations (experience of working in a law firm and in an international organization would be an advantage).
  • Excellent knowledge of one of the two official languages of the Organization (English and French) and good knowledge (both oral and written) of the other language is essential.

Duration of appointment : 5 years (renewable up to a maximum total duration of 10 years) subject to a probationary period of 6 months.
